India calls claims it was involved in Jaspal Atwal affair 'baseless'

India has said claims that it played a role in the presence of an alleged Sikh separatist at an official event with Canada's PM are "baseless".

Justin Trudeau faced criticism for Jaspal Atwal being invited to a dinner reception during the PM's first official visit to India.

Mr Atwal, a Canadian citizen of Indian origin, was convicted of trying to assassinate an Indian minister in 1986.

He is accused of having been aligned at the time with a Sikh separatist group.

Mr Atwal's invitation embarrassed the Canadian delegation, which had been trying to allay concerns it was too soft on separatists who support a Sikh independence movement.

Sridevi Kapoor death: Tragedy shines light on Bollywood pressures

The death of Bollywood superstar Sridevi has led to a wave of speculation - some of it unsavoury.

But the sad news has also encouraged some industry insiders to speak out about the disturbing pressures that women and outsiders face in India's so-called dream factory as Sudha G Tilak reports.

Bollywood stars often refer to the Hindi movie industry rooted in Mumbai as "one big family", but the cracks in this large creative community are increasingly becoming too large to ignore.

The tragic death of Sridevi has prompted an outpouring on Indian social media over the pressures on the industry's leading women and the murkiness behind their success.

It has also exposed the plight of many hopefuls who pursue a path to Mumbai with dreams of making it big in Bollywood.

The burden to defy age and look youthful and the haste to hide ugly scandals that embody campaigns such as #MeToo are not the issues of Hollywood alone.

Sridevi obituary: From Bollywood actress to Indian icon
India's news coverage of Bollywood star's death sparks anger
"Bollywood is probably worse with its history of its patriarchal mindset and the exploitative nature of young women more than men," says a young Bollywood actor on condition of anonymity.

Over the last two decades gossip websites have been leaking information about romances, break-ups, problems with drink and substance abuse and criminal acts involving the industry's stars.

After it emerged that Sridevi's death was due to "accidental drowning", veteran Bollywood actress Simi Garewal tweeted about the "uncanny similarities in the death of #Sridevi and Whitney Houston".

Houston died in her hotel room on 11 February 2012 when she accidentally drowned due to the effects of cocaine use and heart disease, an autopsy concluded.

Deepika Padukone publicly admitted to suffering depression
A disturbing tally of at least 16 actresses and nine actors have taken their own lives in India, often reportedly due to being unable to bear the demands of the film industry, deal with heartbreaks or because of depression.

Bollywood's demands for big ticket box office success, the pressure on its stars to appear visibly attractive and exposure to social media scrutiny have tested those at the top of the profession, too.

Successful Indian actress Deepika Padukone has publicly admitted to suffering depression in this environment.

'A nightmare'
Filmmaker Ram Gopal Varma, who directed Sridevi in Telugu language blockbusters, also spoke out on social media in an effort to convey how unhappy the Bollywood legend was in real life.

"[Sridevi] went through so much in her life," he said, adding: "Due to her early career entry as a child artiste, life never gave her time to grow up at a normal pace.

"More than the external peace, her internal mental state was of a high degree of concern and this forced her to look at her own self.

"The uncertainty of the future, the ugly turns and twists in her private life left deep scars in the superstar's sensitive mind and thereafter she was never at peace," Varma wrote on Facebook.

Brazil's top court approves controversial forestry law

Brazil's supreme court has upheld major changes to laws protecting the Amazon rainforest, delivering a blow to environmentalists.

The revision of the 2012 law includes an amnesty programme that scraps penalties for landowners who have cut trees down illegally in the past.

Environmentalists say it will make illegal deforestation of the world's largest rainforest acceptable.

Farmers say the changes give producers confidence to grow the economy.

The Amazon rainforest is the largest tropical rainforest in the world and home to plant and animal species that are still being discovered by scientists.

Most of its millions of square kilometres are inside Brazil, where under laws dating back to 1965, landowners must keep a percentage of their terrain forested.

That percentage ranges from 20% in some parts of the country to 80% in the Amazon.

But the supreme court's decision eases that rule.

The changes will reduce the amount of land that should be restored by 112,000 sq miles (290,000 sq km) - an area the size of Italy.

It also provides an amnesty from fines owed for illegally clearing trees before July 2008, although larger landholders would have to replant most of the cleared area or preserve the same amount of land elsewhere.

Brazil opens vast reserve to mining
Amazon forest sees new alliance emerge - BBC News
Brazil record deforestation drop
Environmentalists say the revised laws will reward those who have deforested in the past.

Speaking to Reuters, Nurit Bensusan from the non-governmental organisation Instituto Socioambiental said: "With this amnesty you create a climate that invites deforestation in the future. It creates the impression that if you deforest today, tomorrow, you are handed an amnesty."

Under the new bill, farmers will be able to cultivate land closer to hilltops and riverbanks, which are especially vulnerable to erosion if trees are chopped down.

Farmers and Brazil's powerful agriculture lobby argue that the new laws allowed for continued growth of a key sector of the Brazilian economy without hindering it by dealing with crimes from the past.

Could Spotify really be worth $23bn?

Spotify, the world's biggest music streaming service, has filed paperwork to start trading its shares publicly on the New York Stock Exchange.

The firm said it expects shares to sell at prices that could value the firm at more than $23bn (£16.7bn).

The Swedish company will list shares directly on the NYSE, bypassing the traditional stock offering process.

In a typical public offering, companies issue new shares, with the initial price underwritten by investment banks.

With a direct listing, current Spotify shareholders will take their shares directly to the market.

The move provides an exit for early investors looking to cash in on the company's growth, but is not intended to help the firm raise significant new money.

"It's about a company that is letting its investors get their returns so it can move on to the next stage of its career," said Mark Mulligan, a UK-based music industry analyst at MIDiA Research.

Spotify, which launched its streaming service in 2008, is now active in 61 countries, boasting 159 million monthly active users and 71 million paid subscribers.

Calculating value
The firm said its shares sold for between $37.50 and $125 each in private transactions last year and more than $132 this year. The company's potential valuation is based on a combination of stock price and how many shares it has outstanding.

The prices shared by Spotify suggest a range of $6.3bn to more than $23bn.

The higher figure would make Spotify one of the biggest public debuts of a tech company since 2012, said Kathleen Smith, principal at Renaissance Capital, which provides institutional research and manages exchange traded funds focused on new public companies.

She cautioned, however, that private investors have tended to value firms more highly than public markets in recent years.

Snap, owner of Snapchat, for example also had an almost $30bn market capitalisation after its first day of trading last year, but it has struggled to sustain that figure.

"This could be an issue - could it possibly sustain those valuations?" she said.

The group is reported to have targeted the federal government's internal communications network with malware.

Deputy Superintendent of Police (DSP) Gyanendra Prasad Phuyal said committees have been formed in 21 places for the purpose. “Public response to the campaign has been overwhelming,” claimed DSP Phuyal.

According to security sources, the production and smuggling of drugs, mainly hashish, has been rampant in Rolpa, Rukum and Baglung districts in the recent years.

DSP Phuyal said smugglers mainly focused to produce hashish in Rolpa. “We have started these classes in schools hoping to curb this menace by creating awareness among the students,” he said.

Transport workers protest against CDO for lodging 'fake charges'

Feb 28, 2018-Transport workers of Bajhang on Wednesday took to the streets against Chief District Officer (CDO) Dharmananda Joshi accusing him of filing a public offence case against a transport entrepreneur on a false charge.

The entrepreneurs have said that they will not operate the vehicles until the CDO withdrew the case and release the arrested person. Normal life in the district has been affected due to the vehicular strike.

A public office case has been filed against Raju Jagri, transport entrepreneur and owner of the Raju Auto Workshop and Driving Centre, for allegedly hurling verbal abuse toward CDO Joshi over telephone under the influence of alcohol.

They staged a demonstration outside the District Administration Office this afternoon demanding action against CDO Joshi.

The entrepreneurs have accused CDO Joshi of making a fake VAT bill from the Raju Auto Workshop and Driving Centre without maintenance of the vehicle. They also accused him of asking the workshop to return the money after depositing the fake bill amount in the latter’s account.

They said that the dispute arose after the administration said that the vehicle parts mentioned in the bill of Raju Jigri were not available in the workshop and it will return the remaining money only after deducting the VAT amount.

A public offence case was filed against Jagri after he refused to return the whole amount demanded by the CDO, the entrepreneurs said.

Bajhang Public Transportation Association Chairman Narendra Khadka said, “We won’t tolerate such activities of the CDO. The issue will not be resolved even after withdrawing the case. He should be punished for making the bogus bill.”

On the other hand, CDO Joshi said that a public offence case was filed against Jagri after he abused him over telephone while urging him to release his relative who was arrested for disturbing peace in the bazaar area under the influence of alcohol during the first phase of federal parliament and provincial assembly elections.

Following the incident, CDO Joshi said that he had instantly written a letter to the District Police Office to arrest Jagri.

CDO Joshi said that he had also written a letter to the District Police Office, Dhangadhi, to arrest Jagri from his hideout.

He said that the investigation against Jagri was taken ahead after police arrested him from Bajhang on Monday.

CDO Joshi claimed that Jagri raised the issue of bill to protect himself from the investigation and all the accusations made against him were false and unreal.

King penguins face warming challenge

King penguins are in deep trouble if nothing is done to constrain climate change, researchers say.

The scientists have assessed the birds' fragmented population in the Southern Ocean and concluded that some island strongholds will become unsustainable.

The problem is the continued movement away from key nesting sites of the penguins' favoured foraging grounds.

And as the climate warms further, food will simply become too distant for many birds to fetch for their chicks.

"Our work shows that almost 70% of king penguins - about 1.1 million breeding pairs - will have to relocate or disappear before the end of the century because of greenhouse gas emissions," said Dr Céline Le Bohec from the French National Centre for Scientific Research (CNRS) and the University of Strasbourg.

Carbon emissions up as diesel sales dive

Drivers shunning diesel cars is partly to blame for a rise in carbon dioxide emissions from new vehicles, the car industry trade body.

The 0.8% increase, to 121 grams per kilometre, is the first rise since the SMMT began reporting levels in 2000.

Diesels typically emit up to 20% less CO2 than petrol cars and are more fuel-efficient.

As well as slowing diesel sales, the SMMT said the popularity of SUVs contributed to the rise.

SUVs produce about a quarter more CO2 than the smallest vehicles.

Despite the small increase in carbon emissions last year, new cars now produce a third less CO2 in total than they did in 2000.

Jeremy Corbyn backs permanent customs union after Brexit

Labour leader Jeremy Corbyn has backed the UK being in a permanent customs union with the EU in a speech setting out his approach to Brexit.

He said this would avoid the need for a "hard border" in Northern Ireland and ensure free-flowing trade for business.

The policy shift could lead to Labour siding with Tory rebels to defeat Theresa May on her Brexit strategy.

But a customs union after Brexit would be a "complete sell out", International Trade Secretary Liam Fox will argue.

Mr Corbyn insisted in an interview with BBC Political Editor Laura Kuenssberg that his speech was a "firming up" of Labour's existing policy, which was to back customs union membership during the planned two-year transition period after the UK leaves the EU in March 2019.

China proposes to let Xi Jinping extend presidency beyond 2023

China's governing Communist Party has proposed removing a clause in the constitution which limits presidencies to two five-year terms.

The move would allow the current President Xi Jinping to remain as leader after he is due to step down.

There had been widespread speculation that Mr Xi would seek to extend his presidency beyond 2023.

Party congress last year saw him cement his status as the most powerful leader since the late Mao Zedong.

His ideology was also enshrined in the party's constitution at the congress, and in a break with convention, no obvious successor was unveiled.

Born in 1953, Mr Xi is the son of one of the Communist Party's founding fathers. He joined the party in 1974, climbing its ranks before becoming president in 2013.

His presidency has seen economic reform, a fierce campaign against corruption, as well as a resurgence in nationalism and a crackdown on human rights.

Nigeria Boko Haram: Search stepped up for 110 kidnapped schoolgirls

Nigeria has deployed extra troops and planes to search for 110 schoolgirls believed to have been abducted by Boko Haram militants last week.

The girls went missing after jihadists stormed their school in the town of Dapchi in the north-eastern Yobe state on 19 February.

President Muhammadu Buhari said it was a "national disaster" and apologised to the girls' families.

The attack has revived memories of the Chibok schoolgirl abduction in 2014.

KMC launches drive against smoking and tobacco habit

Feb 25, 2018-The Kathmandu Metropolitan City (KMC) has come up with 18 months ‘Healthy City Programme’ to ban the use of tobacco and smoking in the public places.

Unveiling the plan, on Friday, KMC Mayor Bidhya Sundhar Shakya said, there will be no compromise in implementing this drive. “In a bid to control its massive use, the government has made it expensive. Government makes a good income through it.  But public are paying higher amount for their treatment,” said Shakya.

He said the campaign will be effective in sending the message to the mass that smoking and consuming tobacco at the public place is punishable.

The existing Tobacco Product (Control and regulatory) Act -2011 bars smoking in public places such as government offices, corporation, parks, libraries, airports, public  vehicles, childcare centres, cinema hall, hotels, restaurants, department stores, boys and girls hostel, industries and religious sites.  However, the Act has largely become ineffective.

The Metropolitan Police Range Kathmandu on February 2016, had come up with an action to punish people smoking in public places and also booked nearly 1,000 people, but the drive could not continue effectively for longer period. According to the law, anyone breaching the law is liable to a fine of Rs 100 to Rs100,000 depending on the nature of the violation.

The officials at the KMC say, this time, the metropolis will make the drive more effective.

KMC Public Health Department Chief Hari Kumar Shrestha said, to control the use of tobacco, a committee of 15-16 people would be formed in all the wards in the metropolis for door-to-door awareness programme.

Since 2015, cigarette manufacturers have been required to place graphic health warnings covering 90 percent of the front and back part of every tobacco product.

Speaking at a press meet, Kathmandu District Health Office Chief Mahendra Prasad  Shrestha stressed on importance of disseminating effective messages against the use of tobacco. Based on the World Health Organisation’s Non-communicable Diseases (NCD) Risk Factors, STEPS Survey Nepal 2013 shows; smoking, drinking, dietary habits and physical inactivity are the main causes of death in Nepal.

If effectively implemented, the KMC will be the 50th city in the world to implement Healthy Cities Programme.

World Health Organisation Tobacco Free Initiative (TFI) has provided Rs. 10 million in assistance to the KMC to conduct the Healthy City campaign. The government’s record says, annually 16,000 people die of tobacco consumption in Nepal.

Gharial monitoring begins in Chitwan Park

Feb 25, 2018-For finding out status and better conservation of Gharials, the government has started counting and monitoring of endangered gharials from the Chitwan National Park (CNP).

The monitoring process began on Friday in Rapti and Narayani rivers that flow alongside the national park. These two rivers have been the major habitat of Gharial, a fish-eating crocodile in the country.

The monitoring study is aimed at finding status of gharials in the river, which will ultimately contribute in conservation efforts of these reptiles, according to Bed Bahadur Khadka, Assistant Chief Conservation Officer with the CNP.

“We have begun monitoring to know the number of the gharials. Besides, we will also gather information on their location and nature of their habitat, including their population in these two rivers,” said Khadka, adding, “The outcome of the study will show their condition, show what should be done to protect them, and guide us in designing future conservation plans accordingly.”

For accurate counting of gharials, these two major rivers and other small streams have been divided into total 11 segments.

Likewise, a total of 11 groups of field technicians—3 in Rapti, 8 in Narayani and one for Dhungre and Budhi Rapti—have been mobilised, according to the Laxman Prasad Poudyal, ecologist with the Department of National Parks & Wildlife Conservation (DNPWC).

“We have made sure that every segment has one group of technician. We have sent 11 groups for all 11 segments. The team includes two counters, who record the number of gharials upon sighting,” said Poudyal, adding, the team will continue the monitoring for consecutive three days to avoid replication.

Led by the DNPWC and conducted in the field by the CNP, the ongoing project is supported by the Biodiversity Conservation Centre, Sauraha, Zoological Society of London, Himalayan Nature and other local communities.

Despite also counting the populations of Gharials, the ongoing monitoring process is not census, according to Khadka.

“Through this monitoring, we will be only counting gharials visible outside the water. However, in census all the gharials including those inside the water is counted,” clarified Khadka.

Nepal began conservation of gharials since 1976 by establishing country’s lone breeding centre in Kasara of Chitwan. Every year, gharials from the breeding centres are left in Rapti, Narayani and two western Nepal rivers—Babai and Karnali. A total of 70 gharials—50 in Babai River and 20 in Karnali River—were left two years back.

Experts believe breeding centre has contributed in stabilising the gharials population not only inside Nepal, but also in India.

According to Khadka, who also heads the breeding centre, over 75 per cent of released gharials in Nepali rivers are washed down to India.

“We release our gharials but most of them go to India, contributing maintenance of gharials number there as well. They are washed down, but cannot come back due to anti-water current in human made barrages,” added Khadka.

Gharial habitat can span up to 200 km. Therefore, most of them reach Ganga river in India.

“Our rivers have limited stretch of about 100km. In this way they travel to as far as Ganga river system. For us, Nepal and India are two countries. For them, it’s their home, where they have been living for centuries long before human came there,” said Khadka.

Human activities have posed threats to gharials by causing fragmentation of their natural habitat. In Nepal, gharials have been enlisted as the protected species.

As per the latest census of gharials in 2016, a total 198 gharials—166 in Chitwan National Park and 32 in Bardiya National Park.

SC stays swearing-in ceremony of 3 NA members nominated by Prez

Feb 25, 2018-The Supreme Court (SC) has issued a short-term interim order directing the government not to administer the oath of office and secrecy to the three National Assembly members nominated by the President upon the recommendation of the KP Sharma Oli-led government.

A single bench of Justice Prakashman Singh Raut ordered the government not to administer the oath of office and secrecy to the newly nominated NA members Dr Yuba Raj Khatiwada, Ram Narayan Bidari and Dr Bimala Poudel. The oath taking ceremony of the recently elected NA members was scheduled for March 4.

Fifty-six members were elected in the polls held on February 7 in all the seven provinces.

The order comes following a writ petition filed at the SC by Gopal Kumar Basnet, Krishna Prasad Poudel and Chandani Joshi, who were recommended to the NA by the erstwhile government under Sher Bahadur Deuba, stating that the new government did them injustice by withdrawing their names.

The Deuba-led government had recommended the names of Basnet, Poudel and Joshi to the NA on February 9. However, the new government under Prime Minister KP Sharma Oli on February 20 withdrew their names and sent the names of Khadiwada, Bidari and Poudel who were nominated by President Bidya Devi Bhandari.

“It is seen that the President does not have any Constitutional grounds to reject the names recommended by the erstwhile government,” stated today’s SC order.

Meanwhile, the SC has called both the parties for discussion on the matter on March 4.

Alexandra Loredana says the bandages were inside her body seven weeks after childbirth
The new mother, from Slough, Berkshire, gave birth to baby Dominic in January.

Ms Loredana said she initially explained to her midwife how she felt uncomfortable going to the toilet and that something smelled terrible - her midwife checked her stitches and said 'everything was fine'.

The new mother said she was unable to get an appointment with her local walk-in centre until 7 March, 2018.

She said: "For seven weeks I changed my pads more than 10 times a day. Whether I had bleeding or not I just wanted my pads to absorb the horrible smell.

"Last night I had a bath for the first time and I felt courageous enough to wash with my fingers inside my vagina to clean it.

"I was breathless when I took out a large piece of decomposing material from inside me that smelled horrible and was soaked in blood.

"How did this happen?"

Ms Loredana then went to the accident and emergency department at the same Slough hospital and saw a doctor.

James Taylor, head of communications at Frimley Health NHS Foundation Trust, said: "I don't know how frequently these things happen".

He said the Trust would make a further statement once it had spoken to Ms Loredana and completed an investigation into the case.

Syria war: UN Security Council approves 30-day ceasefire

The UN Security Council has unanimously approved a resolution demanding a 30-day ceasefire in Syria to allow aid deliveries and medical evacuations.

However, some of the biggest jihadist rebel groups, and their associates, are not covered by the truce, raising questions about its real impact.

The Eastern Ghouta rebel enclave near Damascus has been bombarded by government forces for the past week.

After the vote in New York, activists said air strikes were continuing.

The vote had been delayed several times since Thursday as members struggled to come to an agreement.

Russia, an ally of Syria's government, wanted changes, while Western diplomats accused Moscow of stalling for time.

Some 500 people are said to have been killed by government forces in the enclave since last Sunday while rebels fire on Damascus has reportedly killed at least 16 civilians.

El Capitano

Feb 19, 2018-Here are some of the records Paras Khadka currently holds. He is the only Nepali player to have two centuries in List A matches, and is Nepal’s highest run getter in the format. He has also accumulated the most runs in Twenty20 Internationals for the country. And having helmed the national side through arguably its brightest years, he is also Nepali cricket’s most successful captain.

But Khadka’s contribution goes beyond just his on-field heroics. As a beloved and inspiring public persona, he has played a crucial role in cricket becoming Nepal’s most popular sport.

Born into a middle-class family in Kathmandu in 1987, Khadka broke into the limelight early on. He first represented Nepal at the U-15 level, when he played the U-15 Asia Cup in December 2002. He has represented Nepal at every age- group thereafter, playing in three Under-19 World Cups, in 2004, 2006 and 2008, before making his senior debut in 2004 at the tender age of 17. While still a teenager, Khadka was already an established member of the national squad, the captaincy of which he assumed in 2009.

Under Khadka, Nepali cricket has indeed come a long way. Once languishing in the Division IV in the World Cricket League—the fourth rung of International Cricket Council’s programme for the non-Test playing nations—Khadka has managed to lead Nepal to World Cricket League Championship—a Division 1 tournament.

In a fresh achievement for Nepali cricket, he will now be leading the team in the ICC Cricket World Cup Qualifiers in Zimbabwe where the country will rub shoulders with heavyweights like the West Indies, Afghanistan, Ireland and Zimbabwe. Apart from being a golden opportunity for the country to qualify for the 2019 World Cup, the tournament could possibly become a crucial stepping stone to Nepal gaining the One Day status.

But beyond just being a captain that the entire squad looks up to, Khadka has also served as the ‘conscience’ of Nepali cricket at a time when the country’s governing body continues to remain mired with infighting and shortsightedness. In May 2010, 18 members of the national cricket team, led by Khadka, held a press conference, announcing that they would not play the national league because of the mismanagement within the Cricket Association of Nepal (CAN), the country’s governing body for the sport. He again led the second boycott in April 2014, this time demanding a restructuring of CAN and better facilities for players. It was the first time that any captain, from any sport in the country, had vented ire against the working ways of a governing body.

Things, unfortunately, hardly changed but it played a seminal role in bringing cricketers together for the betterment of the game. Former national team skipper and current U-19 head coach Binod Das explains Khadka as vocal person. “He speaks what he thinks and he is very honest. At the time, he had to go against the establishment for the greater good. That is what a captain should do. It is so much more than just leading the squad on the pictch,” Das says.

The Met Office has issued an amber cold weather alert which warns of increased health risks to vulnerable and elderly people.

It has also issued two yellow severe weather warnings for snow.

The snow warnings for Monday and Tuesday cover London and the south east, parts of the Midlands and most of eastern Britain.

Donald Tusk: UK Brexit plans 'pure illusion'

The UK's approach to the next stage of Brexit negotiations seems to be based on "pure illusion", Donald Tusk says.

The European Council president told a news conference in Brussels that the UK was still trying to "cherry pick" its future relationship with the EU.

Mr Tusk said he could only go on media reports of Brexit talks at the PM's country retreat Chequers on Thursday.

Theresa May is set to deliver a key speech setting out British ambitions on Friday.

Mr Tusk, who is due to meet the PM the day before, said media reports suggested the "cake philosophy is still alive" in the UK.

He added: "If the media reports are correct I am afraid that the UK position today is based on pure illusion."

He went on to reject - as he has done before - any notion of the UK "cherry picking" aspects of its future relationship with the EU or being able to join a "single market a la carte".

The BBC understands that the 11 senior ministers at Chequers made a breakthrough on so-called "managed divergence", where the UK could select EU rules to stick to post-Brexit.
